So two days ago, as I was riding on a road that is crossed by a trail popular to runners, I saw a runner wearing headphones (cover your ear type) emerged from the trail (trees are blocking the view until about 5 feet from the road) while I was about 75 feet from him. He was completely oblivious that he was off the trail and about to cross the road. I rang my bell once and he stopped like you would see in cartoons with both heels forward (was funny to see ). So what they said is true, that bell IS heard through headphones when the ringer is fully depressed.
