The hole you describe sounds like the one which usually holds a rubber “bumper”. The bumper is there to keep the back side of the caliper from damaging the down tube and or paint, should the handlebars swing around. Should only have a hole there on the front caliper, not the rear. Usually missing on C&V bikes that are ridden and not display only bikes.

Not all calipers had this feature. Cobaltos did.
