New tires, and it's already a 'gravelish' bike. But you've got 27" rims there, if I'm not mistaken, so your choices of tires are limited if you want to go bigger than 32mm (27x1 1/4). Those brakes would probably adjust down to a 700c rim ok, if you want to try that and get a bigger set of tires in there.
If I were to install a set of 700c rims how does this canti get adjusted for the 700c rims? Do I simply pivot the brake shoe holder down? Pivoting appears to be the only adjustment possible.

The internet tells me that the out-to-out diameter of a 27" rim is 630mm and the diameter of a 700c rim is 622mm - only a 4mm diff. in radius. This would give many more tire choices, but the width limit posed by the chain stays will be about the same.
