The most comfortable, fastest, flat-proof, vibration absorbing (and expensive) tire I know of in that size is the schwalbe marathon supreme:

My (limited) experience is that around 40c is the ideal tire size for truly rough roads though. 35c is obviously better than 25c, but I just felt like it was around 40c that you really see an improvement in the ride and ability to handle stuff.
