there is no duty on bike parts from the US to Canada... i've ordered thousands of dollars of stuff from the US and have never paid duty... all you pay is GST/PST or HST depending on what province you are in... you pay a brokerage fee since UPS paid your GST/PST for you to expedite the shipment so they kinda expect you to pay them back for that...
You're right, there is not duty because Canada does not make any bike parts. However, many couriers screw us for brokerage fees and "handling charges", in addition to GST/PST-I've certainly refused a part because UPS wanted more for the fees than the part was worth.
Velogear is my pet peeve, they have ridiculous shipping charges to Canada, and don't offer any alternative to FEDEX.
Again, the shipping from Cycle therapy is not "free", when their prices are 40-50% higher than anywhere else. Indirectly, you more than pay for it.
