To make them clean so the tape can stick...Some tubes have talcum powder residue on them and it's impossible for anything to stick to them...That's why it's highly recommended that the punctured tube be scuffed and roughened with sandpaper before gluing a patch on, if you don't roughen it the patch won't stick properly.
