Need advice after sandblasting ???



See areas around lugs should I sand down?
So I’m finally moving forward on a bike project. I picked up frame from sandblasting all the paint off. But I’m a little confused on what to do next. I’m looking at this frame and it appears to already have some sort of primer on it....??? No idea, should I clean it with mineral spirits (that was my plan)? Also should i sand down little rough areas around lugs? How about the inside of frame should I spray lube in there, should I spray paint to prevent rust...? What should I do? After this gets figured out here is my plan...
2 coats of primer sprayed that fills and is sandable
2 coats of primer sealer sprayed
1 coat of oil based enamel in GLOSS SAIL BLUE brushed on
wet sand
2 more coats sprayed on using preval system
wet sand
apply decals
2 coats of clear
wet sand
1 coat clear top coat
rubbing compound
polishing compound

anything I missed, any advice?
