Fitment of fenders, mud guards, ass-savers, and other hassles

I am in the process of reinstalling the factory fenders ony 83 Raleigh Record Ace and while they are a pain to fit is was wondering if I am installing them correctly. When I received the bike I got the fenders separate. The stays we're installed so the ends were under the clips on the fender but now trying to reinstall them and having looked at Blumels online I see the stays attached so the ends are on the outside and sticking up, while mostly they are capped it looks like a catching point.
so how would you do it.
it looks like if they are installed with the stays out, it could allow the fenders to collapse on to the tire after a good wack. Where cutting the stays accurately and fitting them under to clip it could hold them tighter.
