Things like this will continue to happen more frequently until someone is charged and convicted of Involuntary Manslaughter instead of Vehicular Homicide. A motor vehicle driven by someone who is unskilled, inattentive, or both is no different than shooting a gun down the middle of the street. It isn't an "accident".
