I was referring to Owens 200 M record which was 20.7 seconds. Boltz record is what? - 19.19 seconds or 7% slower. And this is nearly all because of technological improvements of the sport such as electronic timing, artificial running surfaces with extremely low running friction and actual starting chocks.
Why are you avoiding the point? That human performance is not being helped by the supposed, "performance enhancing drugs", but by changing the conditions of the races. The tour is getting shorter stages that allow riders to ride faster over the shorter distances before they tire. By teamwork that allows the more important riders to hide from the wind and strategies that allow riders to use their specialties to the utmost to gain small leads and then to hold on to them.
This is NOT caused by drugs
