Setting brake levers on a vintage bike . how to position?

I have been rehabbing vintage "10 speed" bikes for a while and I still don't know exactly how the handle bars on a bike should be set up. At one time I thought you should aim the bottom of drop bars at the rear axle. I often see bikes presented in catalogues with the drops parallel to the ground ( the top tube on these bikes). I also usually see the brake levers with a line going through the lever body back to the axle. And then I see something completely different. When I have the bike finished, with the bars taped up the levers are locked in place . I would like to know what the "industry standard" is for this.
1 orientation of the bars

2 position of the brake levers , either traditional or Aero
