Your question about the frame is easily answered by comparing the stack and reach to other brands. Reach can't be compared between frames with different stack heights, without some correction. Subtract 3mm of reach from the smaller frame for each 10mm of stack height difference. That assumes that spacers would be used to get the bar height up on the smaller frame.

When inseam is mentioned, I always ask if you're quoting an accurate cycling inseam or a pants inseam, which is irrelvant. Better to quote an accurate saddle height.

I'm 3.5 inches shorter, and wear 30" inseam pants, but my cycling inseam is 32- 5/8 or 83cm and my saddle height is 73cm. I recently bought a Colonago C-RS in the 48cm size. The head tube is only 127mm, but the top cap on the headset is fairly tall, so I use no spacers and either a -17 or -6 degree stem. Most brands don't mention the headset top cap height.
