I had a Huffy Cranbrook beach cruiser that kept popping tubes on the rear. I replaced the tire, kept popping, change the wheel then when it popped I abandoned it on the sidewalk in anger. The tire wound visibly swell up like a cartoon tire and sometimes the tire would start rubbing the chainstays. I can't imagine the frame causing it, but i was out of ideas and parts to blame it on.
