There's people that have bars that seem aesthetically awkwardly tilted- I can understand a "purist" (or one who views "the rules" as the rules for real) would get flippy about the ramps tilted upwards- to any extent. I think the only time I find it objectionable is when the hoods and the brake levers don't appear to be usable. I've seen bars so upturned that the hoods seem to be mounted facing upwards so the levers are pointing forward to a point 10 feet in front of the bike.

For me it’s more than an aesthetic issue. Although I favor the hoods, I do use the drops, and when I would rotate Cinelli bars to get the ramps comfortably flat, the drops went too far forward and at an awkward angle (ergonomically as well as aesthetically). I am now happy with Rando bars or Noodles where the ramps and drops are approximately parallel.
