The plastic bushing is necessary to make the spindle fit the drive side bearing. Your old one had it too and it is probably still stuck on your crank spindle. No spacers are necessary with a GXP bottom bracket with a road crankset. Don't forget the spacer/dust cover on the non drive side(it has the star pattern in the center) or the crankset will have play regardless of how tight you make it.
