The vast majority of cyclists gutter hug on the 45mph arterials, but not on these type of streets. There is a school nearby and kids (a bit later at 7:40 or so, not 7:10 when I was there) ride every which way on this street, including often on the wrong side or three abreast.

Okay. Never-the-less, I think the only way to effectively reach the entire population of people like her is not one at a time through law enforcement, but through a cultural upheaval of accepting cyclists as legitimate drivers with same rights/rules/roads, which must start within the cycling community itself. We have a long way to go there before it would start being reasonable to expect changes outside of the cycling community.
