Forget the when in Rome stuff... look regardless of where or how he was riding, this woman intentionally went toward him... she refused to give way to another vehicle in front of her.
Just her act, being intentional, is well beyond accidental, or misinterpretation. Forget that she doesn't know the law, she went beyond the rules of the road and "attacked" a fellow human, to satisfy her own petty needs. That alone is the kind of crap that needs to be straightened out.
