IMO Driver education and enforcement of traffic laws would have a much larger, more immediate impact on the safety of cyclists.
I had a crazy idea last night... I live near a DMV, I was wondering what the reaction would be if I stood out by their front door and passed out papers to the incoming motorists that gently explain the rights of cyclists and inform the motorists of the rules for cyclists and motorists in this state. I think I am going to try it just to guage the reactions of people.
