At this slow a speed, I see no problem with hugging the edge, or coming close to it, in order to accomodate passing motorists, so long as doing so does not invite them to try to squeeze in and pass too closely. But I still see an advantage to move out into a centerish position during the long gaps. Not mandatory, by any stretch, but I'm likely to do it depending on other factors and conditions.
Sunday I most certainly didn't ride in the middle. I was an inch to the right of the right tire track, which was about 3' off the curb. The same position I'd usually ride in a wide lane.
But you seem to misunderstand. There were no real gaps in the traffic, none longer than 10 seconds or so anyway. To be brutally honest, I considered riding on the adjacent sidewalk.

That's legal here, and I've done it before in similar situations, but there were several people using the sidewalk, including a guy with a walker and a couple of others in wheelchairs (this is a medical district).
