The problem with vandalizing bikes that appear to be dockless ride share bikes is they might actually be private property that someone paid for.

Some of the discontinued Lime and Ofo bikes were purchased by private individuals as new, unused bikes. They'd make good gifts for folks who need a sturdy bike and can't afford one. You might be damaging personal property owned by someone who can't afford to repair or replace it. These might not be very good bikes but they're not any worse than the junkers I see some folks riding that have no functional brakes and with parts falling off or dragging the ground.

I haven't recently seen any dockless bikes cluttering downtown Dallas, but the scooters are beginning to clutter up some areas where it could be dangerous -- especially the TRE/DART train stations where a person tripping over a carelessly placed scooter could end up on the tracks. They wouldn't fall very far, but any fall can be dangerous in that situation.
