Boring political cheap shot aside, I don't think that's what he said. Generally, I think most people would associate bike-friendly laws with more liberal states, so the OP is saying it's surprising that it is the "Idaho Stop" instead of, say, the Massachusetts Stop or the Minnesota Stop or whatever.
