There is no need to correct, cross shifter cables at the downtube is a common trick the bikeshop mechanics use, it allows less curvature in the shifter cable housings from handlebar to downtube, cleaner installation, and less frame rub.
Unless the shifter cables are not properly adjusted, shifters or derailleur are worn, shifting performance shouldn't be any different than non-crossed shifter cables.
I was going to change the geometry of the cable routing, but found out the hesitation in shifting was caused by the levers position in which my thumb would slip on the down shift lever an create a double shifting response. Thank you, Mike
