The bike was definately crashed and the frame was definately destroyed either because of the crash or post-crash. That's definately the head-tube. The right shifter hood also shows damage as do scuffs on the rear derailleur. All of those parts have seen some amount of trauma. I would definately not claim them to be in good condition but maybe my standard of "good" differs from the accepted eBay standard. The thing I'd be most concerned with is the condition of the handlebar and fork.
