By sitting flush do you mean that the fork "crown" almost but not quite (one really doesn't want the fork to touch) the lower face of the head tube? If so then there's a good chance that the forks and the frames might not be interchangeable. Or not without results that are out of the usual arrangement most consider to be "right".
It would be nice if we had the full picture, the complete story before we start to suggest a solution/path to take. Maybe describe/photos of both frames and both forks to start with. Andy
+1 Not enough infor to help. So many frames now have integrated headsets and assymetrical headtubes/ that require tapered steerers we can’t tell, without knowing something about the other frame, whether its for will work with the pictured frame, which uses pressed headset cups (the circled things) and has, I assume, a symetrical headtube (same diameter at thee top and bottom.
