It sounds like an excellent deal if it fits the rider, and she actually is wanting to ride.

It will be built up with 10-speed components, but you're saving a bunch of money over a new similar bike.

It also depends a bit on how and where the rider wants to ride. That should be pretty much a pure road bike, I think. If she is wishing to ride only on off-street bike paths, then it may or may not be the bike one might choose.
