Something like Loctite 609 bearing mount adhesive would probably hold, but servicing the bottom bracket would be "problematic" after that.

If it were my bike, I'd try a threadless cartridge such as available from Velo-Orange and elsewhere, or ream and tap the shell with fresh, Italian-spec threads.
