Thank you all I am copying all your advice in my new "Terry Isis: Build" file.

Will post more when the frame arrives. So far I've only found information on the 2001 and 2003 Isis with a list of components. It looks like this might be a 2003 which is listed with 650 tires. This is nice as there will be no need to carry two different tubes and tires can be rotated to keep wear even.

This will be a long wait rebuild as grand daughter is 6, but her 8 year old sister just got her grandfather built first real adult sized bike with 700c wheels (though it was a mixte frame) and she "had to" and did ride it the same day I unpacked it from its box and assembled it. Now that was a memory. So a long time rebuild another 2-4 years? But seeing that smile...priceless.
