Laws are punitive, not preventative. I am not going to advocate for tossing more people into prison for driving offenses, even those involving death, until you work on the preventative measures and start advocating for public transport options to provide true mobility for those that shouldn't be driving.

Until we no longer have a system and society where driving is a practical necessity and there are really no alternatives for the bulk of the population, we accept that driving is going to be done by everyone, including the less competent. You can't think we can punish this system into zero fatalities.
