If the max pressure is printed on the tire sidewall I'd assume the pressure is specific to just the tire. The tire manufacturer doesn't know what kind of rim you're going to mount to or what kind of bike it's going on. Also, 1 1/4 is higher volume than a 25mm tire so lower pressure would make sense.
