Its not even true elongation. The rollers tend to wear from the inside and out. Take apart an old chain and youll see. That wear is added to the elongation using a caliper, like campy recommends, or with most chain gauges, except the fore mentioned Shimano checker, that compensates for the roller wear. Now ppl can argue whether roller wear should be counted or not. Im not so sure, but the result will surely differ.
