I have never needed to pre-drill when retapping French pedal threads It appears that your taps are tapered at the ends so you should have only a tiny bit of challenge getting them to engage the existing threads. Have you checked to confirm that you are using the right tap for the right crank (and the left for the left)?

As I suggested before, run your taps through the back side of the cranks.
