Elder one is just 5 and the younger one is one and half. so younger one will need it in the future. My elder son also thinks like you that I'm going to put him back onto the smaller one but even the 16" is bit bigger for the elder one. I think he can alternative use both the bikes till the younger one gets onto the 14" wheels....
