Because, if the saddle is in the same place, steeping STA moves the BB back. It's not a huge difference, maybe 1 cm/degree, but if they also change the HTA, enough to make a difference.. Seems simple to me.
In that case it is not the STA that reduced the toe overlap, it was the change in the HTA.
