Based on the style of the Bianchi logo and round CdM decal, the Toronto bicycle is a 1988 model. The green text on the tubing decal is indicative of Bianchi Formula Two which is the equivalent of Columbus Cromor. The Shimano 600 Ultegra derailleurs appear to be an owner upgrade to acquire indexing, as the brakes appear to be Modolo and crankset a Stronglight. The forks are a replacement. Everything is indicative of a mid-range model.

Canadian models did not always correspond to USA models during this era. The Toronto bicycle looks very much like the 1988 Canadian market Bianchi Campione d'Italia, with some modifications. During this era, Bianchi model names typically did not use such large font, that location or place them on both sides of the tube. Consequently, I'm wondering if the Rossi decals are owner or shop applied and it is not the model name. If so, it's possible that the subject bicycle is not even the same model as the Toronto bicycle. The OP should post the pictures of the actual bicycle.
