Canadian models did not always correspond to USA models during this era. The Toronto bicycle looks very much like the 1988 Canadian market Bianchi Campione d'Italia, with some modifications. During this era, Bianchi model names typically did not use such large font, that location or place them on both sides of the tube. Consequently, I'm wondering if the Rossi decals are owner or shop applied and it is not the model name. If so, it's possible that the subject bicycle is not even the same model as the Toronto bicycle. The OP should post the pictures of the actual bicycle.
Rossi must be a model, because we are talking about 2 different bikes here and both are decaled with the Rossi name. The OPs friends bike is black and the Toronto bike I posted is not. To much of a coincidence.
