I would go with the CK Hed Belgiums and Sapim spokes as that sounds like a perfect combo and one I would choose for myself. Though I might swap CK with White Industries but not a huge deal either way both make quality MUSA hubs but the WI hubs will be quieter which she might prefer and they are a touch lower cost meaning more money for other things.
