I have different experience with tape under clamps. One thing I noticed was, especially with electrical tape,the glue on the tape breaks down and turns to a gooey, almost greasy consistency after a few years, which acts as sort of a lubricant and result in creep and slippage. After such happening on projects of mine (not necessarily cycling related) I avoided using any kind of tape under any clamps. l would only consider using just very thin inner tube rubber material under the clamps, but no glue.
even then I would also make it a point to periodically check the tightness of the clamp as the rubber material eventually compresses as the rubber dries out from exposure to the elements.
Only tape I might trust under clamps would be "helicopter tape", whic I understand is the same clear thick plastic stuff used for the tops of downhill skis to protect them. I think the glue on that type of tape is much more stable and long lasting. But I do worry about the glue being too good/ strong then that it could take the paint of the frame tubes if you ever have to remove the tape......that's why I avoid tape all together...
