I'm just guessing these are for pinning the ears of the 2 pads together where they stick out of the caliper?

If so I wonder why my bike didn't come like this? Bought new pads because I lost a pad hastily loading it into the car with front wheel off, a pin would've surely stopped that. My daughter's fuji from a different lbs with newer model tektros doesn't have pins either. (I tried to borrow one of hers the other night and realized it was a different design)
