Besides, if the rim is 7005 or 7071, you have alloys that are regarded as unweldable. And if its 6061, you'd need to heat treat the rim after welding. And you have to be really careful welding 6061 or you get crack-sensitive welds. Which kind of defeats the purpose. This view is not only not worth the climb, its worth NOT making the climb.
People love to get people to kill themselves. It is a common trend at least in the U.S. Also people are so cheap that they want to fix anything even if it can't and not spend a dime. I have seen some bikes come in that are well past the graveyard and people are shocked and angered when we won't fix them. What do you mean my frame is cracked and everything is rusted I just rode that bike yesterday and it was fine.
