I won't rave about it, but it's fine. Its only there to stabilize the top of the bag. The headset mounting is a good way to do it.

The angle is likely to be wrong. Bend as needed after installation so you don't bend the ring that goes around the steerer.

One issue is the length. You really want the back of the bag to be in front of the front of the handlebar, so if you have a long stem the VO decaleur will be too short. But this is going on a xSogn, if my memory is correct? I think that'll be close but okay.

Another issue with the VO is the bar that attaches to the bag is solid steel. They make everything else from lightweight steel tubing, so this part seems stupid heavy. Attaching it to the bag should be the last thing you do, since it involves punching holes in the bag . Measure repeatedly, drill once.
