There is simply not enough rust there to bother with any removal. If there were, you would want to scrap the chain. Most comments seem to be coming from desert dwellers who have never seen rust. Every chain around here looks like that or worse, a little oil brings them back with no fuss. (This chain is not presently suitable for compulsive waxing, though it could be after riding it a while with oil.)
