I’ve looked a couple times and I have only seen them available for sale, never open source.
As it used to be my job, I have one on my shelf in my office. It covers every possible kind of rim from wheelbarrows to light aircraft.

Also, it has nothing to do with ISO. It is ETRTO only. ISO is a separate organization.
