Are you implying that they
don't have regulations regarding bicycle aerodynamics? Because they do, and very strict ones. That takes the form of both limiting the use of fairings (and limiting the extent to which components can be designed as fairings), and very very very strict rules about posture on the bicycle.
Without those rules, nearly all road and track and triathlon competition would be done on recumbents.
