Andy at Yellow Jersey will give you an educated, experienced answer. We just had him straighten a 531 Raleigh that had suffered a bent top tube from a Detroit pothole impact. He was able to do it "cold", with only a slight nick in the paint on the underside of the tube, easily touched up. This ^^^^^^ buckle is def. more severe, but Andy has seen it all.
