Yes that’s how it appears to me too. That’s a varsity fork. What you have looks to be either a Varsity with a collegiate chainring or a Collegiate with a Varsity fork. Both frames were the same camelback and available in the same color. So a switch of components was likely made at some time. It’s like you said, “frankenbike”.
