it's a UN program thru the United Postal Union(UPU) and China participates because even though it's the 2nd largest economy in the world, it's seen as a developing nation when the program was set up and when it was renegotiated about a half decade ago.

what's really nuts is that due to the renegotiation earlier this decade, USPS got to charge higher rates than the UN program requires.
So it could be worse.


Let's hold off on complimenting China. This program forces USPS to lose money on each delivery.
Chinese packages are likely a small portion of USPS deliveries, but what is nuts is that the USA and Congress hasn't renegotiated a method to ensure fair rates.

So, starting in 2018, there is a new rate system for "E-Packets", but it still hasn't fixed the rate disparity problem. And, I certainly didn't notice the difference in rates on Chinese bike parts.

Hmmm, so the USA has negotiated a rate of about $1 per kilo on mail coming in? Something like foam handlebar tape is bulky, but light as a feather.

But, one of the issues with the OP is that if the crown race is packaged in a small padded envelope, or even a cardboard lined envelope, then it will barely exceed the first class mail specifications. Nonetheless, it likely get charged a postage rate at 10x to 20x the rate of a first class letter.

It may even be handled identically to a first class letter even if shipped with excessive postage fees.
