In the pics your stanchions look really dirty. If that is grease/oil, then the fork definitely needs servicing, but may not be worth doing at this point. There are seals that are supposed to keep the oil inside the fork. These seals have likely failed.
Ideally, suspension forks should have the oil in them changed periodically, as it will help things run smoothly and prolong the life of the seals. It is not brain surgery, but does take the right tools (will vary by fork, I have no idea what your fork needs) and the ability to follow instructions.
Your fork would benefit from an oil change, but the seals will probably keep leaking. And to be honest, that fork is really not worth the parts and labor to rebuild with new seals. For that matter it may not even be worth paying someone to change the oil at this point. Might be better to either buy another cheap suspension fork and be proactive with the maintenance, or consider getting a rigid (non-suspension fork and not ever have to worry about it.
In the meantime, clean the stanchions off. They are just attracting more dirt and grit and making things worse.
