road bike disc rotor recommendations?

I'm looking for new 6 bolt 160 mm rotors for my road bike. I started out with avid hs1, which seemed ok for the job. they're light, cheap and there appears to be adequate surface area for good braking. however, after some steep prolonged descents, the rotors started to warp, and make a lot of noise. even now, as I've cleaned everything and sanded down both the rotor and the pads, there is still noise, and you can actually see burnt residue on the rotor itself. I will try to use some steel wool to scrape it off.

but this really makes me rethink what kind of rotors I should be looking for. For short hills, I don't expect a problem. But for long descents, better heat dissipation appears to be necessary. So the aluminum arms, and possibly even fins in between the gaps might be a smart add on.

That said, what have people's experiences been with road bike disc rotors that have been effective for heat dissipation? (you have to live in a hilly area, or have done some rides with long descents.) how much advantage does floating design and fins each add to the effectiveness of the heat dissipation, compared to rotors that are only made of steel? What are some rotors that is a good balance between performance and cost? I don't want to spend $100 on rotors, that seems ridiculous to me. What ever can get the job done down a steep mountain is fine by me.
