Floating is about the pins on the rotor. For most brands they don't move which, more importantly, doesn't let the rotor expand when hot which means it temporarily deforms the rotor (it's no longer straight) and it can rub. Once it cools, the rotor is then straight again.

With an actual floating rotor, the pins are not fixed and the rotor is able to expand with the heat and remain straight.

Some brands claim that their rotors are floating rotors when they are not. If the pins are fixed they can't float.
