thru axle Touring Wheels

I've had a 58cm Nashbar touring bike for years and never really liked it. It just never seemed to fit right, I think it's just too big. I usually ride 56 road bikes that have top tubes around 55cm I'm going to buy a friend's almost new Breezer frame tomorrow. All I know about it is that it it's 55cm steel with carbon fork, has many mounts, disc breaks, and 142mm thru axle wheels.

I have no thru axle wheels, but I've noticed most of the wider wheels I'm finding like H+ sons are also 28 spoke count. I'm not going to alot of heavy loaded touring. Probably 25-40 pounds of gear, but I'm a portly 240 pounds right now myself.

Any recommendation wheel budget is 400 dollars.
